How do I log in to the Ohio Child Licensing and Quality System (OCLQS) portal?

If you are the owner of an existing program licensed by the Ohio Department of Job & Family Services (ODJFS) you will receive an email with instructions on how to set your password in the OCLQS portal. The email will be sent to the program owner at the email address entered in the COLTS system. The same email address will serve as your username for the OCLQS portal.
If you are not currently licensed as an ODJFS program but wish to submit an application to be licensed as a family child care program or child care center, certified as an in-home aide, or register as a day camp or out of state provider click the "Register As ODJFS User" button to set up an account. If you are applying for a license as a family child care program or child care center you must have completed the required pre-license training in order to register as a user and submit an application.
If you are an existing program licensed by the Ohio Department of Education (ODE) you will use your SAFE account username and password to access the OCLQS portal.

What activities will I complete using the OCLQS portal?

The OCLQS portal will be used to:
- Apply for a license
- Request a change of capacity or location
- Submit Corrective Action Plans
- Upload documentation
- Request a change of administrator
- Register for SUTQ
- Submit SUTQ Annual Reports
- Review SUTQ and licensing inspection reports
- Update program contact information, services offered and schedules

Why can't I access the new OCLQS portal? I had access in the previous system.

The new OCLQS system incorporates both Step Up to Quality (SUTQ) and Child Care Licensing creating changes in the OCLQS portal user roles. ODE programs as well as owners of FCC Type A Homes and Child Care Centers will have the ability to add additional system users once they have established access to the OCLQS portal.

What are roles?

A role grants a level of access to information in the OCLQS portal. There are four roles available in OCLQS. All programs will have one owner role and an individual with that role has full access to the OCLQS portal. ODE programs and owners of FCC Type A Homes and Child Care Centers will also be able to designate full access to the OCLQS portal to an individual with a Director Role. In addition, there is a an administrator role for individuals who are performing typical administrator duties in the OCLQS portal and also a SUTQ Consultant role that gives an individual access to SUTQ related activities only. Owners and Directors may grant access to individuals by clicking "Add System User".

What if I forget my username or password?

ODE programs will use their SAFE account username and password to access the OCLQS Portal. If you forget your username or password you will need to contact customer support for your SAFE account.
Users for ODJFS programs will always use their email address as their username. If you change your email address in the OCLQS portal, your username will also change. The OCLQS portal only accepts unique email addresses.
If you forget your password you can utilize the self-service password reset feature by clicking on "Forgot Password". An email will be sent to you with a link to reset your password.
